This mandatory initiative will focus on enhancing understanding of the Japanese language and cultural lifestyle among foreign residents. Additionally, the program is envisioned to play a role in evaluating applicants for Japanese citizenship.
The program’s primary objective is to facilitate a deeper understanding of Japan’s language, legal framework, customs, and everyday life for foreign nationals. Authorities plan to establish the program’s structure and an online system for verification by fiscal year 2027, with a trial phase anticipated to commence the following year. The program is particularly designed for individuals intending to reside in Japan on a medium- to long-term basis.
The learning curriculum will offer flexible modules that cover various aspects of life in Japan, such as daily living, parenting, education, healthcare, and elderly care. To accommodate prospective migrants who have yet to arrive in the country, an online version of the program will be available for early access to learning materials.
In addition, officials are contemplating the introduction of minimum Japanese language proficiency requirements for those applying for permanent residency and citizenship. This step is considered as part of the efforts to ensure smoother integration of foreign residents into Japanese society and to assist local communities in adapting to the country’s increasing international population.
