At least one person died and 15 were injured in Russian attacks that disrupted thermal services in Kyiv and Kharkiv, while economic incentives were proposed in peace negotiations. The strikes knocked out heating systems as negotiators explored economic solutions to supplement political discussions.
Mayor Vitali Klitschko warned Kyiv residents via social media that the capital faced a “massive enemy attack,” as thermal services were disrupted across the city. The bombardment targeted infrastructure, causing casualties and widespread damage. Heating systems were knocked offline in several neighborhoods during winter conditions.
In Kharkiv, Iranian-made Shahed drones attacked residential complexes, severely disrupting thermal services, as confirmed by Mayor Igor Terekhov. The drone strikes damaged heating infrastructure, creating dangerous conditions for residents. The northeastern city’s thermal services have been repeatedly targeted throughout the conflict.
Despite disrupted thermal services, economic incentives were proposed in Abu Dhabi where American, Russian, and Ukrainian representatives engaged in two-day talks. President Zelensky proposed establishing a free trade zone in eastern Ukraine under Kyiv’s control, framing it as “positive for our business.” The UAE foreign ministry described the discussions as efforts “to promote dialogue and identify political solutions.”
Ukrainian President Zelensky suggested economic incentives could complement political negotiations following his meeting with President Trump. He announced that peace proposals were “nearly ready.” President Putin met with Trump’s envoys, while all parties explored how economic incentives might support a comprehensive settlement.
